Three major California projects involving Kiewit and the California Department of Transportation could cost either party tens of millions of dollars depending who is found responsible for the delays and cost overruns for the San Francisco-Oakland Bay Bridge, the Devil's Slide Tunnel, and the expansion of Los Angeles' Interstate 405 Freeway. "With the [tendon] corrosion and broken bolts on the Bay Bridge, the materials would be sourced by Kiewit, but the process is reviewed stringently by Caltrans," explains Tom Holsman, CEO of the Associated General Contractors of California. "They are not going to relinquish oversight of the general public's safety very readily, so they are intimately involved." Mark Dinger, a spokesman for Caltrans, said, "Ultimately, all the funding partners bear the risk."
