An upcoming Securities and Exchange Commission vote on money market fund regulation will test the ability of the Financial Stability Oversight Council, which supports the SEC's regulatory changes, to influence the regulators it oversees, writes David Zaring, assistant professor at the Wharton School at the University of Pennsylvania. Current rules allow the FSOC to make regulatory recommendations to agencies such as the SEC, but cannot force those recommendations to be implemented, writes Zaring.
