Consolidation in the freight rail industry has contributed to a 76% rate increase over the past 10 years, according to a study sponsored by the American Chemistry Council. ACC is lobbying for proposals to boost competition among railroads, such as allowing shippers to switch railroads midshipment. "Given the dramatic consolidation of the railroad industry and skyrocketing freight rail rates, federal policies must be re-evaluated and modernized," said Thomas Schick, ACC's senior director of regulatory and technical affairs.
