A number of factors may delay a proposed Environmental Protection Agency regulation for management of post-construction stormwater runoff. For instance, the Associated General Contractors of America believes that the rule would contradict the current norm, said Leah Pilconis, AGC senior environmental adviser. The rule seems to be "completely beyond what contractors are currently required to do" based on existing federal policies, Pilconis said. In addition, "there are some concerns over initially putting in green infrastructure and LID [low-impact development] as opposed to traditional gray infrastructure" on a national scale, said Ty Asfaw, environmental policy analyst for the National Association of Home Builders.
