A bill that would implement a Gulf of Mexico drilling pact between the U.S. and Mexico was approved by the House of Representatives in a 256 to 171 vote. The deal would allow the joint development of hydrocarbons in about 1.5 million acres of the U.S. Outer Continental Shelf. The site holds about 172 million barrels of oil and 304 billion cubic feet of natural gas.
