The International Air Transport Association has proposed a single, global solution for aviation emissions after 2020. "Our concern is that every state will deal with aviation carbon emissions by themselves. This would be a nightmare," said Paul Steele, IATA environment director. IATA proposes that the fastest and simplest market-based measure to introduce and oversee would be a single mandatory carbon-offsetting system where all airlines would purchase carbon credits from other industries to offset their future growth, with no revenue share. This would also minimize competitive distortion, according to Steele.
