Lawmakers in Illinois have voted in favor of a bill that would make those who sell pets more accountable for their health and would allow owners to return pets for a refund or replacement within three weeks if their cat or dog became ill and up to one year if congenital or hereditary defects surfaced, provided a veterinarian verified the claims. The measure also allows for reimbursement of costs for veterinary care.
