The Search and Rescue Team in Fort Wayne, Ind., had to get creative to communicate with witnesses while recovering a man who had fallen into the St. Joe River. The witnesses did not speak English, so first responders had them toss rocks into the area of the river where they had last seen the man. First responders who cannot speak with witnesses also might rely on family members to translate or use language phrase sheets to help them communicate.
