The Department of Health and Human Services proposed a rule Friday that would require insurers to accept premium payments via cards as people begin to purchase insurance under the Affordable Care Act. The mandate to keep costs down, coupled with interchange fees of 1% to 3% per transaction, had some insurers saying they would not accept credit, debit or prepaid cards. As a result, millions of unbanked Americans could be left in the lurch, one report says.
