Mississippi is implementing new legislation effective July 1 that requires doctors and midwives to collect umbilical cord blood samples from babies born to women under the age of 16, in an effort to identify the father through the state's DNA database. The bill aims to protect young women who might be victimized by older men because too many teen girls who had sex with older men ended up getting pregnant against their will, Gov. Phil Bryant said.
