A growing number of schools nationwide, including some in Chicago and Houston, are adopting the International Baccalaureate program to help turn around struggling schools, offer families additional choices and retain students who might opt to enroll in private schools. There are 1,651 such programs in the U.S., and nearly 1,500 of them are in public schools -- an increase from 503 in 2003.
