The Development Authority of the North Country in New York is appealing the state's preliminary decision to reject its application for intervenor funds from BP Wind Energy's proposed Cape Vincent wind project. DANC is eligible to receive the funds because it is a "local party" and "innocent" end-users of the region's waterline should not be made to shoulder the expense of the authority's involvement in the project's siting process, the group said in a letter to the Public Service Commmission.
