A far-reaching energy bill cleared the Maine Senate on a 28-7 vote, without an amendment backed by Gov. Paul LePage regarding offshore wind projects by the University of Maine and Statoil North America. LePage had strongly criticized the Public Utilities Commission's decision to consider ratepayer support for the Statoil project, and he wanted to see the same consideration given to the university project. State Sen. John Cleveland, however, said the amendment would have sent conflicting signals to investors.
