Ohio Gov. John Kasich's modified plan to boost severance taxes on shale drillers failed to gain the support of state House Speaker Bill Batchelder. Under the revised plan, 25% of the tax would go to Appalachian counties in the Utica Shale formation, while the rest would be directed to a statewide income tax reduction program. Batchelder opposes the proposal because of the tax collection and not the distribution of cash, said Mike Dittoe, a spokesman for the lawmaker.
