Sean Benschop, operator of an excavator used to demolish a building in Philadelphia that collapsed last week, killing six people and injuring 13, has been charged with six counts of manslaughter. A toxicology report found "marijuana and pain medication in his blood" at the time of the accident. In response to the incident, the Philadelphia City Council is forming a committee today to investigate the city's construction-related regulations and procedures. Forensic work is already underway.
