T-Mobile US believes employing "dynamic spectrum rules" for the planned 2014 wireless spectrum auction, is the right choice for the Federal Communications Commission. In a filing on Monday, the carrier outlined its sliding screen plan that it says will both maximize revenues the government will receive from the auction and allow smaller carriers to compete for spectrum. "This proposal allows the FCC to put auction restrictions to a market test," said Gregory Rosston of the Stanford Institute for Economic Policy Research.
