The U.S. history test required for high-school graduation in Mississippi focuses on analysis and not just knowing famous names and dates, resulting in a pass rate of 72%. The assessment was the largest-single subject area in which students needed emergency retesting, said Hattiesburg, Miss., High School principal Robert Sanders. "It's an interpretation of history. You have to understand the 'why,' " he said.
