The birth rate for 15- to 19-year-olds has declined by nearly 50%, from 61.8% for every 1,000 teens in 1991 to 31.3% in 2011, the National Center for Health Statistics said. Hispanic teens had the steepest drop in birth rates since 2006 and 2007, followed by non-Hispanic blacks and non-Hispanic whites, according to the report.
