Rachel Shein, who owns a wholesale bakery business in California, is pleased that the Affordable Care Act's employer mandate has been postponed. So far, Shein has had trouble finding a good health plan to offer her employees, and she thinks many of them may choose to skip out on insurance entirely. "The individual penalty for not carrying insurance is still low, so unless some better options come out, I think most of my young and healthy workers won't buy any insurance -- either through me or the exchange," she said.
