Utah has passed a law barring retailers from charging higher prices on credit-card transactions to offset bank swipe fees, and lawmakers in about 20 other states are considering similar bills. Bankers say the measures are growing organically in response to a provision in January's class-action settlement that allows merchants to impose surcharges, while consumer advocates and retailers see a more concerted campaign.
