Wayne Byres, secretary general of the Basel Committee on Banking Supervision, says the panel plans to examine next year how the EU is applying capital rules under Basel III. A review of the EU's plan has found loopholes. "The EU will fare far less well under Basel scrutiny because of the tremendous flexibility afforded banks" in measuring capital requirements, said Karen Shaw Petrou, managing partner of Federal Financial Analytics.
