The Stockton Unified School District in California will within five years establish learning centers on all of its K-8 campuses to help students with disabilities receive assistance, but all students will begin their days in general-education classrooms. "The big thing that needs to happen is a culture shift back to the idea that every kid belongs to every teacher and every kid starts as a general-education kid," said Assistant Superintendent Tom Anderson, who started the effort in two schools in the 2012-13 school year.
