The ability of travel agents to sell insurance to clients continues to be hampered by numerous and often complicated licensing regulations, travel attorney Jeff Miller writes. "There are very few travel agencies that do business only in their own geographical locations today and that is what has caused significant problems for travel agents trying to comply with the licensing requirements throughout the country. If a home-based agent has business spread across multiple states because of sales through the web, the existing insurance regulations are not, and are generally still not, applicable to that model," Miller writes.
