The House of Representatives today will consider amendments to the defense appropriations bill that would limit the National Security Agency's gathering of electronic data. One of the amendments would prohibit the agency from gathering phone and computer data on individuals not specifically targeted for investigation, while another would cut off funding for programs that monitor the communications of U.S. individuals.
