Enterprises are increasingly turning to third parties to develop and maintain their applications, but a new report finds that while outsourcers are relatively good at getting the job done cheaply and effectively, they consistently fall short on innovation and access to the latest technology. Observers say the blame rests with companies that for years have put cutting costs ahead of all other considerations when choosing an outsourcing partner, which has led to a lack of communication with those partners.
