Banks in the Netherlands are struggling to rebuild capital because of a bank tax, according to a government-commissioned panel. "Reconsider the banking tax, because it has an adverse effect on the accumulation of equity for banks," said Herman Wijffels, a lawmaker and professor who led the committee. The panel also recommends that banks do not engage in proprietary trading, echoing the Liikanen group.
