A European Commission proposal would require member nations to implement risk-based, on-the-spot inspections of waste shipments in an attempt to limit the amount of illegal waste shipped overseas. About a quarter of exports to Africa and Asia contain waste that can harm human health and the environment if not properly recycled, the commission said. "Today's proposal will help to reduce mismanagement of waste, make sure hazardous waste is dealt with properly and see that valuable resources are reused," said Environment Commissioner Janez Potocnik.
