A farm bill without food stamp programs cleared the House of Representatives on a 216-208 vote. The bill would keep open several energy programs including the Rural Energy for America Program and the Biomass Crop Assistance Program but with lower discretionary budgets and without mandatory funding. Some energy programs such as the Bioenergy Program for Advanced Biofuels would be reauthorized, while others such as the Biofuels Infrastructure Study program would be terminated or their authorizations would be ended.
