Williams Partners, a master limited partnership with interests in natural-gas pipelines, is investing $4.5 billion to process natural gas liquids in West Virginia. It is spending $2.2 billion to build a processing facility in Oak Grove and to expand a fractionation plant in Moundsville, creating hundreds of construction jobs. Last year, Williams paid $2.3 billion for a cryogenic processing plant in Fort Beeler.
