Heavy rain Monday afternoon and evening in the greater Toronto area brought massive flooding, stranding commuter trains and cutting power to 300,000 customers. The city, which normally gets 2.9 inches of rain in July, got 3.5 inches in just a few hours, said Environment Canada. Toronto Mayor Rob Ford said he "blamed the flooding on a lack of attention to rebuilding the city's infrastructure."
