Proponents of fiber-to-the-home technology are lobbying federal regulators to earmark more money to expand the reach of gigabit Internet to "anchor institutions" such as schools, libraries, community colleges and job-training centers. The proposal, which was drafted by the Fiber to the Home Council, seeks to establish a program offering competitive grants of up to $10 million to providers that meet certain criteria.
