Despite travelers' complaints about the Transportation Security Administration, some decisions by lawmakers have limited the TSA and caused travel delays, including a limit on the number of screeners, which could be to blame for some of the long waiting times. "Having been involved in the formulation of TSA, it was never our intention for the number of screeners to more than triple the 16,500 private screeners in 2001," said Rep. John Mica, R-Fla., a past House Transportation Committee chairman. "We not only need a cap on screeners, we need a cap on TSA bureaucrats which now number nearly 15,000 for some 457 airports."
