Back-to-school shoppers will spend an average of $285 in 2013, with 39% planning to spend more than last year and 45% about the same, according to a survey by ICSC and Goldman-Sachs. Shoppers remain cost-conscious, however. "[T]his year, consumers plan to do considerably more of that shopping at discount stores" than other types of retail, says Michael P. Niemira, ICSC's vice president of research and chief economist.
