The Language Stars program in Crystal Lake, Ill., targets children under the age of 10 as ideal students for learning a second language. Children pick up a new language naturally at that age without the drudgery of memorization, and the program works to capitalize on that, hoping to create a new generation of American children raised bilingual, according to Ilene Lubell, a Language Stars spokeswoman.
