BP's settlement program for the 2010 Gulf of Mexico oil spill has now reached a value of $3.97 billion, according to latest calculations, as claim forms from individuals and businesses increased from 175,000 in June to 186,000 this month. BP filed an appeal at the 5th U.S. Circuit Court of Appeals, saying that claims administrator Patrick Juneau has been misjudging the terms of the deal, resulting in payments to workers and businesses not actually affected by the incident.
