New York City Police Commissioner Ray Kelly has received permission to hire 150 new people to staff 9-1-1 call centers. Meanwhile, the city's new dispatch system has been troubled with periodic outages, forcing dispatchers to at times use pen and paper to log calls, but Kelly said it still is a "quantum leap" improvement over the old system.
