Every student in the Portsmouth City School District in Ohio will be offered a free, basic lunch under the Community Eligibility Option program. The lunch program -- offered by the Ohio Department of Education -- will help feed the district's 1,900 students and remove the stigma sometimes associated with receiving free and reduced-price meals. "There's always been a feeling as they get older that they don't want to stand out or be recognized as being on free and reduced lunch," Superintendent Scott Dutey said. "As they get older they don't all eat lunch, and that's one of the reasons why."
