The Shaheen-Portman energy-efficiency measure could survive in the Senate even with an amendment favoring the Keystone XL pipeline, but additional amendments could pose a problem, said Sen. Lisa Murkowski, R-Alaska. A Keystone amendment is being considered by Sen. John Hoeven, R-N.D., while Sen. John Barrasso, R-Wyo., seeks to attach a climate amendment to the bill. "My interest is trying to figure out how we can thread this needle so that we get this bill passed. I don't want any poison pill," Murkowski said.
