States that received waivers from No Child Left Behind by the summer of 2012 initially had until the 2015-16 school year to begin using new teacher-evaluation systems. Now, Education Secretary Arne Duncan has offered states an exception -- with about half saying they will take it -- that extends the deadline to the 2016-17 school year.
