A crossing that will link Tijuana’s A.L. Rodríguez International Airport with a U.S. Customs processing facility in Otay Mesa, Calif., will allow ticketed passengers to avoid lengthy northbound waits at the crossing by paying a toll. The airport will start next month on a $14.2 million terminal expansion in preparation for a cross-border bridge that would bring passengers directly from the U.S.
