A Henderson, Nev., homeowners' association's attempts to control where residents placed their satellite dishes are "crystal clear" violations of federal law, according to KTNV's Contact 13 news team. Federal Communications Commission rules regarding Over-the-Air Reception Devices mean that "if you own the property and you have the exclusive right to use it, you get to put your dish up anywhere you need to in order to get the appropriate signal so that you have the adequate reception," lawyer Bruce Flammey said.
