An area of federal waters off the Virginia coast is the subject of a lease application by the state's Department of Mines, Minerals and Energy, which wants to test a two-turbine, 12-megawatt offshore wind installation at the site. The agency is teaming up with Virginia Electric and Power, Alstom and a host of other entities for the undertaking, dubbed the Virginia Offshore Wind Technology Advancement Project.
