While education policymakers are increasingly emphasizing professional development to improve teaching and learning, some experts, researchers and others say the teacher-training system is largely broken, writes Jenny DeMonte, associate director for Education Research at the Center for American Progress. She writes that much of teachers' professional development relies on "short-term, episodic and disconnected professional learning," while a review of research found that programs that include more than 14 hours of training are necessary for student achievement.
