HHS should grant insurers a one-year grace period for complying with standards for health insurance plans sold through public marketplaces while HHS ensures the technology functions as intended, AHIP officials said in a letter to regulators. Health plans "face significant operational and logistical challenges ... which are dependent in large part on a variety of technical interfaces, data exchanges and program infrastructure," according to the letter. An enforcement moratorium would encourage the collaborative approach necessary to ensuring the exchanges' success, the authors wrote.
