Charleston, W.Va., is not dropping a city ordinance that prevents companies from rehanging old signs that are not up to code, but it has made some allowances for the historic signs of Firestone Tire and Fountain Hobby Center. The allowance means these signs can be removed for repair and then reinstalled; the Firestone signs are from the 1930s and the Fountain Hobby Center sign was made in the 1940s.
