Chevron has reached a settlement with California regulators over criminal charges related to an August 2012 fire at its Richmond refinery. The company will pay fines and restitution of $2 million and allow heightened scrutiny and inspection of its operations for a 3.5-year period, officials said. Chevron is "committed to continuous improvement in process safety and reliability at the refinery," spokeswoman Melissa Ritchie said.
