Harry Reid, D-Nev., may claim, the Yucca Mountain nuclear repository isn't dead, as evidenced by a federal appeals court's order to restart the project's licensing process, writes columnist Kimberley Strassel. Reid is single-handedly keeping the project from moving forward, she writes. "Mr. Reid isn't the nation's nuclear regulator, and he isn't a law unto himself. The D.C. Circuit court has given Congress a new chance to remind him of that," Strassel writes.
