Florida's governor and insurance administrator are among the state officials expressing concern about how navigators will handle protected health and financial information as they help residents enroll in health insurance plans under the Affordable Care Act. A spokeswoman for the Department of Health and Human Services said that applicants will not be asked to share personal health information. Laws restrict applicants' information from being used for any purpose except enrollment, but criteria for hiring navigators and other assisters may be inadequate, Insurance Commissioner Kevin McCarty said.
