The Federal Railroad Administration has announced an emergency order requiring train crews to stay aboard trains carrying hazardous materials when stopped on main tracks or siding outside terminals until the railroads identify safe locations to leave the trains unattended. The rules are meant to address concerns arising from the recent rail accident in Quebec. That incident shows the "substantial potential for danger that exists when an unattended train rolls away and derails resulting in the sudden release of hazardous materials into the environment," the FRA said.
