"Serious" construction on California's $68 billion high-speed rail project is facing a likely postponement into 2014 for a number of reasons, including a delay in awarding of a formal contract and incomplete federal permits, writes Ralph Vartabedian. The supposed delay is expected to inflate future project costs and indicates the inability of state officials to review the project's challenges carefully, according to experts.
